Development and Modernization Department
The Development/Modernization Department is responsible for construction administration for the Rochester Housing Authority. The department oversees various funding programs and resources such as Capital Fund Program (CFP), American Recovery and Reinvestment Act (ARRA) and Rental Assistance Demonstration (RAD) to name a few, amounting to many millions of dollars a year.
The Development/Modernization staff performs construction management and construction inspection on various levels of rehabilitation, including new construction of RHA’s public housing and affordable housing stock. The Development/Modernization Department monitors contractor compliance to Davis Bacon Wage Determination Act and assists in enforcing adherence to the agency’s Mandatory Section 3 Hiring requirements.
